
Bologna ranks as the top smart city in Italy for social inclusion and digital transition

Bologna takes first place in the EY Smart City Index 2025, the annual ranking developed by EY that measures the “smartness” of Italian cities. Milan and Turin complete the podium.
Now in its seventh edition, the survey analyzed 109 Italian capital cities, evaluating their development in three key areas: ecological transition, digital transition, and social inclusion. The level of urban innovation was measured through 323 indicators, divided into two main categories: Readiness, which considers public and private investments and available infrastructure, and Citizen Behavior, which looks at the actual use of smart services and active participation in urban life.
Bologna, an excellence in digital and inclusion
Bologna stands out in particular in two areas:
- 2nd place in digital transition, thanks to a high spread of digital technologies, advanced connectivity, and the implementation of smart public services.
- 1st place for social inclusion, focusing on equity, cohesion, and citizen engagement. A key factor is the strong investment in social services and digital engagement.
In addition to the Emilia-Romagna capital, the cities that rank in the top ten of the overall list are: Milan, Turin, Venice, Rome, Trento, Cagliari, Modena, Reggio Emilia, and Florence.
The national picture: an undergoing transformation
The EY Smart City Index highlights a steady improvement in the performance of Italian cities, with a noticeable acceleration in the South. In particular, significant progress is seen in cities that have invested in digital infrastructure and innovative projects, also thanks to public support. Among the most relevant initiatives is the spread of Emerging Technology Hubs, which are contributing to transforming the urban fabric into a smart one.
The consolidation of these processes not only improves the quality of life for citizens, but also makes Italian cities increasingly attractive and competitive at an international level. Bologna continues to confirm itself as a destination ready to welcome high-value events, businesses, and projects.
